The Grasslands School Division Board of Trustees, acutely aware of its responsibilities to the electors and being concerned with the proper discharge of its duties and responsibilities under the School Act and subsequently the Education Act and with the exercise of the powers which the Act confers upon them, believes it can best carry out these responsibilities/duties and exercise these powers by limiting itself as far as possible to the determination of policy and assessment of the accomplishments of the school system. The superintendent is responsible for ensuring that the Board's policies are implemented.
A policy handbook is maintained and comprises separate policy statements precise enough to clearly show the Board's intent but broad enough to allow for discretion in dealing with particular situations.
GUIDELINES
- The following functions are held to be the responsibility of the Board.
- Hiring of superintendent, deputy superintendent, assistant superintendent, and associate superintendent-business services.
- The appointment of all in-school administrators, except on colony schools.
- Termination of contracts of the superintendent, deputy superintendent, assistant superintendent, and associate superintendent-business services.
- Termination of administrative designations and contracts of employment of teachers who have continuing contracts.
- Holding appeal hearings for teacher transfers as provided for in the Act.
- Expulsion of students from school.
- Setting of fees to be charged for educational services.
- Permanently closing a school or school building.
- The power to make a bylaw under the Act.
- The power to requisition from a municipality.
- Adopting the Division's Annual Results Report.
- The Board's policy on policy development provides the primary direction on process.
- Individuals or groups, including school councils, may request to be placed on the Board meeting agenda to explore matters of mutual interest subject to the following requirements.
- That a written or verbal request outlining the matters to be discussed is made at least seven days prior to the date of the meeting.
- That in the judgement of the superintendent there is time on the agenda. If there is not time, the matter shall be placed on the next regular meeting or if time is of the essence, a special meeting may be considered.
